House Democratic leader Rep. Hakeem Jeffries (D-NY) has floated an end-run around his Republican counterpart, Minority Leader Kevin McCarthy, in order to avoid a government shutdown. Under Jeffries’ plan, Congress would pass an omnibus spending package without McCarthy’s signature, and the bill would be sent directly to President Trump for his signature. This would allow Democrats to pass the spending package without McCarthy’s support, and avoid a government shutdown. However, McCarthy has said he will only agree to a spending deal if Congress passes government funding bills separately that are “Catholic in consultation.” It remains to be seen if this potential end-run will be effective in avoiding a government shutdown.
